Popular sovereignty means that the people govern
themselves. In a democratic government, it is the people who elect
the government and give it the authority to act on their behalf (in
their interest); therefore, the government gets its power from the
people. Because of this, the interests of the people are of the highest
importance. In order for the government to know what the interests
of the people are, there must be popular participation (participation
by all people) in the government's decision-making process. Once the
people express their preferences, the government must take their preferences
into consideration when making policy (deciding what action to take).
If it does not, the people have the right to change the government.
