Primary Functions of Congress: Oversight

      Although Congress makes the laws and gives the money to administer (carry out) these laws, it is the executive branch (the president and his staff) that is responsible for carrying them out. Even though Congress does not administer the laws it creates, it has the authority to supervise the executive branch to make sure it is administering the laws and spending the money it gets from Congress properly. This authority is called the oversight function of Congress and is carried out by the various committees in Congress. These committees investigate specific government programs and policies.

     The oversight function also gives Congress the authority to create or shut down executive branch agencies, to assign responsibilities to these agencies, and to fund or withdraw funds from government programs. These are some of the other ways in which the oversight function allows Congress to control the executive branch and keep the president and his administration accountable (responsible) to the people.
