     Governmental change also happens through interpreting the language of the Constitution. The Constitution does not give an exact description of how every aspect of the government should work. In fact, many passages of the Constitution can be interpreted differently. When officials of the three branches of government—judges, legislators, and the president—perform their jobs, they are interpreting their powers and responsibilities outlined in the Constitution as they understand them. This is referred to as judicial, legislative or executive interpretation.
