Majority rule means that the government should make policies based on the preferences of the majority, without ignoring the needs of the minorities, the smaller groups of people. Majority rule can be expressed by either an absolute majority or a plurality. If a preference has the support of more than half of the people, it is called an absolute majority. If there are three or more competing preferences and none of these preferences has the support of an absolute majority, the preference with the most support is called a plurality.
